Welcome To The Department Of Emergency

The mission of the INTER-CEPT Department of Emergency Management is to “Provide international leadership in developing and delivering training to ensure that individuals and groups having key emergency management responsibilities at all levels of government, including NGOs/International employees, possess the requisite skills to perform their jobs effectively.”  Through its courses and integrated programs, INTER-CEPT serves as the international focal point for the development and delivery of emergency management training to enhance the capabilities of States, and local government officials; NGOs, international and volunteer organizations;

INTER-CEPT curricula are structured to meet the needs of this diverse audience with an emphasis on separate organizations working together in all-hazards emergencies to save lives and protect property.

INTER-CEPT’s instruction is based upon the principles of emergency management which create a framework within communities to reduce vulnerability to hazards and cope with disasters. Intercept develops courses and administers Resident, Field, and Independent/Long distance study training programs in areas of natural hazards—such as earthquakes, hurricanes, floods, and dam safety; technological hazards—such as hazardous materials and radiological incidents; and other important areas of study to include: professional development, leadership, instructional methodology, exercise design and evaluation, information technology, public information and communication, resource management, and integrated emergency management. Through these courses participants learn to coordinate and to integrate activities necessary to build, sustain, and improve their communities’ capacity to mitigate against, prepare for, respond to, and recover from threatened or actual natural disasters, acts of terrorism, or other man-made disasters.

CEP EM201: Integrated Emergency Management Course (IEMC)

This curriculum addresses emer­gency response activities for the total communi­ty—from elected officials to professional staff, both paid and volunteer, within the emer­gency response organizations. This set of courses is called the Integrated Emergency Management Courses. The course stresses the integration of functions, resources, organizations, and individ­uals in all phases of emergency management. These courses are offered in several versions and may be offered either for participants from many communities (open enrollment or “generic” courses) or for a spe­cific community or individual.

CEP EM202: Mitigation for Emergency Managers

This course is designed to train emergency man­agers and other interested individuals who have no specialized technical background, but who can support mitigation efforts as advocates. The course provides activities and exercises that build the par­ticipants’ abilities to: perform the tasks and respon­sibilities of the emergency manager’s role; create long-term strategies for disaster-resistant commu­nities; identify local mitigation opportunities; select mitigation solutions to hazard risk problems; and find resources to carry out mitigation activities in a post-disaster environment.Selection Criteria:  Local governmental and Non governmental officials, emergency managers, community leaders in such efforts as voluntary organizations, businesses and industries, and other emergency service personnel.

CEP EM203: Emergency Management Operations

The course is designed for local communities, NGO staff or government officials who may not be able to partici­pate in INTER-CEPT’s resident Integrated Emergency Management Courses. The pur­pose of the course is to improve operational capabil­ities as they relate to managing emergencies in the local community. The course places emphasis on the Emergency Operations Center (EOC) as a focal point for managing a simulated emergency. Eligbility: Elected and appointed city and county officials. These include mayor, town clerks, city council officials, county chairmen, and other key positions, such as Disaster directors and public information officers. Also included as eligible participants are upper- and mid-management personnel, including supervi­sory, operational, and communications staff from the NGOs, fire service, law enforcement, public works, and emergency medical services. CEP EM204: Orientation to Disaster Response Operations

This course is intended to provide participants with an orienta­tion to disaster response and recovery operations.Selection Criteria: NGO, other government agency person­nel who are assigned to the Joint Field Office (JFO), Regional Response Coordination Center (RRCC), National Response Coordination Center (NRCC), and other disaster facilities as well as State agency management staff.

CEP EM205: Introduction to Community Emergency Response Teams

This course prepares the participant to take the performance-based Community Emergency Response Team (CERT) training offered in a classroom setting by his/her community. CERT is part of INTER-CEPT initia­tive. Local government, NGOs or development partners or its representative sponsors the program in the community. The goal is to pre­pare community volunteers for their local hazards.  Selection Criteria: This course is available to people who want to learn more about the CERT program and the skills that are taught during the classroom training.

CEP EM206: Developing and Managing Volunteers.

This course is for emergency managers and related professionals working with all types of volunteers and coordinating with voluntary organizations. This course will provide procedures and tools for building and working with voluntary organizations. Topics include benefits and challenges of using vol­unteers; building a volunteer program; writing job descriptions; developing volunteers through recruit­ment, placement, training, supervision, and eval­uation; coordinating with voluntary agencies and community-based organizations; and special issues such as spontaneous volunteers, liability, and stress. This course is designed for all audiences including, States, local Red Cross humanitarian/emergency management, voluntary agencies, and affiliated organizations.

Professional Development

INTER-CEPT’s Professional Development curriculum addresses skills and abilities required by the emer­gency management professional in today’s complex environment. Whether dealing with natural hazards, technological hazards, or national security hazards, the emergency manager must be prepared to exer­cise a leadership role that extends far beyond his or her own department. The field of emergency management is emerging into higher visibility in communities throughout the world as they are victimized by disasters that are increasingly severe and more numerous. With this comes a greater responsibility for the emergency managers, and likewise for the trainers who guide them in developing the skills to deal with disasters.
